Tab Order for Anchors

Hi All

Should anchors have a tabindex attribute?

My example:

At the top of the page, we have
<a href="#body" title="Skip to beginning of article"
	tabindex="1">Skip Navigation</a.


...and at the beginning of the the body of the page:
<a name="body"></a>

Should the anchor marking the beginning of the body have it's own 
tabindex attribute?
