This has been mentioned several times before.  I have a suspicion that
it may be configurable.  However it should come as no surprise; for
many designers, alt="" is a way of shutting up warnings about missing
alt attributes, without having to think, so it is quite likely that
assistive technology will assume this abuse, rather than correct use.
