Linearising is only straightforward when the table is already in
linearised order.  If that is the case, it has almost certainly been
designed with accessibility in mind, so it would not be 
unreasonable to add some hint to the markup.

Real world layout tables need re-ordering in a way that really requires
AI before they can be linearised.
