An interesting bit of history came up on the www-style mailing
list recently.  Apparently an early draft of CSS had a feature that
allowed one to get the presentational (but not navigational) behaviour
of frames but the big 2 wanted animation instead, so we got the current
CSS positioning model which has great difficulty simulating frames layout
to the satisfaction of designers.
