tabindex is an attribute, not a tag.   Netscape 4.51 for Linux doesn't support
tabbing at all, let alone with tabindex; which probably means that NS 4.x
leaves tabs completely to the OS GUI.  However, Netscape 6.2 is likely
to be completely different.
