I have seen some HTML that is made up of almost nothing but DIV's
and SPANS, it's great with the style sheets it's designed for but
it doesn't degrade well for non-css browsers, perhaps this is what
they are getting at (structural mark up etc, it's all covered in the
WAI guidelines).
