In my eyes, as long as that set, related to each specific topic area (sub-set of SC), is cohesive enough, as to be useful and meaningful to the users in those topic areas……will it be ready to release….

is it not the idea to whittle these down through the process, so only subset that are ready and agreed get included in 2.1?
