Proposal for minor addition/clarification to the TTF Work Statement

Hello,

Please consider the following addition to the "Objectives" section of the 
"DRAFT WCAG 2.0 Techniques Task Force of WCAG WG
Work Statement" <http://www.w3.org/WAI/GL/2003/12/wttf.html>

<proposal>
Per the WCAG WG charter [1], the Techniques Task Force does not publish 
technical  reports [2]. The TTF submits proposals to the WCAG WG and the 
WCAG WG may choose to publish proposals or revisions of proposals as part 
of WCAG 2.0  and the supplementary materials.
