Remember that the text of the guideline is not a success criterion.
That is, the text of the guideline is not applied directly to Web
content; only the success criteria (at the desired conformance level)
are relevant to a determination of conformance. Thus no problem arises
if the text of the guideline is similar to the text of one of the
level 3 success criteria.

The important difference to note with this guideline is that between
level 1 and level 3, where the qualification introduced at level 1 is
removed at level 3.
