The following is a proposal for HTML techniques. I will implement the proposal in a draft unless there is objection from the group. There will still be room for debate of the proposal in the context of the next draft. Issue 903 [1] suggests a technique that applets not cause flickering; Issue 917 says the same for OBJECT. I propose we create a single technique for HTML talking about flicker of plugin objects. This should refer to General techniques that expand on the issue of flicker; the HTML technique is just to tie that general technique to these specific elements.
