Programmatically located and user agents

The Features list for Opera 7.54 includes the following:
Double clicking on a word on a page will pop up a menu that provides
options related to the selected text, such as a Web, dictionary or
encyclopedia search.
If user agents provide lookup capability, does this change our approach
under 3.2 Level 2? (This is similar to something Wendy asked a few
months ago, but I can't find her message right now.)
