If techniques are examples for implementation of a checkpoint, and does not
include all scenarios - then people can have fulfilled the checkpoint
without confirming to any documented technique.

Roberto C:
The solution may be the one Tom proposed: we could make techniques not
normative, and provide a "not-too-heavy" skeleton model of a QA process for
technique development instead.
