Normative and Non-Normative - Why?

Before I become assimilated <grin> would someone
please explain to me why the huge emphasis on whether
something is 'normative' or 'non-normative'.
The use of the word 'normative' in the Guidelines
Document strikes me as being a jargon word and a
potential barrier to understanding.
