Mobile Web BP and WCAG document: Abstract and quick 'punchline'

Following a suggestion [1] from Miguel García of the MWBP, I suggest
rewriting the first paragraph of the Abstract and perhaps moving it
elsewhere, or even removing it. This was discussed by Eduction and
Outreach WG on 6 November (see minutes [2]). I would opt for removing
it and using it in other documents that want to publicise this one.

Any other suggestions?
