Red Flash Threshold
The Red Flash Threshold applies specifically to rapid changes of an onscreen
element to or from a strong red colour. The threshold is defined as:

1. where the combined area of flashes occurring concurrently occupy more
than one quarter of any 355 x 268 pixel rectangle anywhere on the displayed
screen area when the content is viewed at 1024 by 768 pixels, and
2. where there are more than three flashes within any one-second period.

If the change to or from red is greater than either of these thresholds,
there is a risk of triggering an epileptic seizure.
