Translation policy: Fragment IDs, style guide

Internal IDs should remain unchanged. It is not practical to have the 
translation of WCAG have all the techniques references (or to the HTML 
rec.) back to the English when a translation exists. The translation 
would be unusable. If the fragment IDs (eg, #tech_my_checkpoint) are 
changed, it becomes very difficult to link and maintain the translations.

These things should perhaps go in a separate non-normative style guide.
