I suggest we move the text to a new section in the (Informative) 
Introduction, as follows:


Integration of Accessibility Features

When implementing ATAG 2.0, the Working Group suggests that *developers* 
should consider close integration of features that support accessible 
authoring with the "look-and-feel" of other features of the authoring 
tool. This type of integration has the potential to:

- produce a more seamless product;
- leverage the existing knowledge and skills of authors;
- make authors more receptive to new accessibility-related authoring 
requirements; and
- reduce the likelihood of confusion.
