AUWG Action Item: Add multiple levels to B.3.1

My proposal is to have these three success criteria replace the current two:

B.3.1.1 Accessible Options Prominent (Level A): If *authors* are 
provided with multiple options for an authoring task, give equal or 
greater *prominence* to any options that will result in content 
conforming to *WCAG* Level A.

B.3.1.2 Accessible Options Prominent (Level AA): If authors are provided 
with multiple options for an authoring task, give equal or greater 
prominence to any options that will result in content conforming to WCAG 
Level AA.

B.3.1.3 Accessible Options Prominent (Level AAA): If authors are 
provided with multiple options for an authoring task, give equal or 
greater prominence to any options that will result in content conforming 
to WCAG Level AAA.
