ATAG 2.0 Editor's Draft

Hi all,

Finally...here's an updated ATAG 2.0 Editor's Draft:

THINGS TO NOTE:

0. Please give the guidelines a good careful read....much has changed 
since before the F2F. And then please send your comments to the 
list...we are aiming to approve publishing a public draft by Sept 29 at 
the latest.

1. In the definition of authoring tool I've turned Editorial control 
into author permission since editorial control is a bit more legal than 
I think we mean

2. I've added a definition of "developer" to the glossary and added a 
"Developer Responsibility" paragraph at the top of Part A 
(http://www.w3.org/WAI/AU/2008/WD-ATAG20-20080911/WD-ATAG20-20080911.html#part-tool-accessible) 
that I think might be able to clarify the old chrome/content distinction.

3. I think Part A has a reasonable flow - "Guideline A.1.2 [For the 
authoring tool user interface] Ensure that non-Web-based functionality 
is accessible." does the heavy lifting of the Parts of A removed at the F2F.

4. I've tried to cover some more issues from the F2F in the 
applicability notes at the top of Part B 
(http://www.w3.org/WAI/AU/2008/WD-ATAG20-20080911/WD-ATAG20-20080911.html#part-support-production)

5. A bit of additional wording to "Guideline B.1.2 Ensure that the 
authoring tool preserves accessibility information".

6. New wording in "Guideline B.2.2 Assist authors in checking for 
accessibility problems."

7. Lots of other small tweaks so I suggest reading it top to bottom.
