New ATAG 2.0 editor's draft

There is a new editor's draft of ATAG 2.0 at:

It includes the following changes:

1. removed change highlighting on sections the group approved on the 
last call (mainly in the introduction)

2. proposal to move Conformance section below the Guidelines to mirror 
WCAG's change.

3. new proposed text in guideline B.3 (most changes are pretty minor)

4. new proposed text in Glossary
- editorial changes include removing repetition of defined term at the 
beginning of each definition
- added new term "authoring outcome" to replace "authoring task in B.3.1 
which was not properly defined and had caused some confusion.
