Success criteria level names in WCAG 2.0

At our F2F, Barry suggested we could simplify the conformance model by 
re-naming the success criteria levels A, AA, AAA from 1, 2, 3 to match 
with the conformance levels they map to.

Well, I passed this along to the WCAG-WG last week and, whther due to 
our suggestion or independently, this idea now appears in the WCAG 
editor's draft:

I will, therefore, be making the change to the ATAG Editor's Draft as 
well, which I hope to have up today so that everyone can take a look 
before the next meeting.
