ATAG 2.0 goes to last call

Dear group members,

As you may have noted from the minutes of November 15th, the group 
has resolved to go to last call on November 18th. Major open issues 
were resolved during the call and remaining minor edits are being 
addressed prior to the 18th. There will be further opportunities to 
revise the document in response to last call reviews.
