Accessible authoring practice vs accessibility features

Checkpoint 4.3 presently states:
Ensure that sequential authoring processes integrate accessibility 
features. [Priority 2]

We have no definition of accessibility features. Our definition of 
accessible authoring practice presently states:
An accessible authoring practice is a modifications made to Web 
content by the author or the authoring tool that resolves a Web 
content accessibility problem.

This is slanted toward checking and repair practices rather than 
accessible practices in general. I propose that we change the 
definition and replace "accessibility features" in 4.3 with 
"accessible authoring practices." Any objections?

My proposed redefinition of accessible authoring practice is:
An accessible authoring practice is any authoring activity by the 
author or the authoring tool that leads to "accessible web content."

Accessible web content is already defined.

Please indicate yea or nea fairly quickly.
