Changes between ATAG 1.0 and ATAG 2.0

Hi,

As part of the push towards last call we need to clearly identify what 
has changed between the two versions of ATAG. The attached document is a 
step towards this.

The doc is organized according to ATAG 1.0 numbering.

The labels "Major change", "Minor change", etc. are somewhat arbitrary 
but help give an idea of where most of the changes have occurred.
