translating or not translating "title attributes"

Hi

I need some help concerning if I have to translate title attributes, for
example in these element tags:

title="boolean attribute|attribute::boolean"

in:
<a class="tocxref" href="#h-3.3.4.2">
<span class="index-def" title="boolean attribute|attribute::boolean">
Boolean attributes
</span>
</a>


and

title="SGML::introduction to"

in:
<p>
This section of the document introduces
<span class="index-inst" title="SGML::introduction to">

</a>
</span>
