3.1 b-h: ROLE & LOCATOR attributes

 Dimension 1: Which pieces of information should be specified for
 possible inclusion in linking elements?

 b. Type
 c. Role
 d. locator
 e. caption
 f. behavior
 g. locator scheme (e.g. URL, FPI, TEI locator)
 h. others [nominations encouraged]

ERB consensus:
 - A linking element may have a LINK ROLE attribute
 - There may, per resource, be RESOURCE ROLE attributes
 - LOCATOR attributes are obviously required per resource

The decision on LOCATOR SCHEME is deferred until we tackle addressing

The question of whether these are optional or required remains 
undecided.
