I presume this is a typo, and that you meant <!--* and *-->.
Otherwise, MDO must be changed to < and declarations will have the
form

<DOCTYPE .... [
<ELEMENT ...>
<ENTITY ...>
]>

A <doctype> would initially be indistinguishable from a start-tag.
