trimming fat from semantics doc

I should have mentioned in the telecon: if anyone - particularly 
other editors - feel, when reading the semantics doc, that anything 
in it is either redundant with something in another document, or just 
plain redundant, then please suggest appropriate elisions and /or 
links to other docs.
