c14n: '<' must be escaped as attribute value as well

As I read in http://www.w3.org/TR/REC-xml#NT-AttValue
the open-angle-bracket symbol should be escaped in attribute values.

The current draft at Document Generation doesn't include them
in the case of Attribute Values.
