BIND: unused reference to RFC2026

Hi,

I just noted that the BIND draft 
(<http://www.webdav.org/bind/draft-ietf-webdav-bind-latest.html>) has an 
unused (normative) reference to RFC2026, which I'll remove. Unless 
anybody is aware of other issues, I'll submit that version for 
publication as draft 07 soon.
