Hello

I'm looking for an uri type to identify what a url identifies at a 
specific moment in time.

I imagine something like: 
"urn:frozen:http%3A%2F%2Fwww.example.org%2Ftoday%2Fstory:200207151823" 
which on 2002/07/15 at 18:23 GMT would identify the same as 
"http://www.example.org/today/story
Is there something like this?
