You're not doing anything wrong where ReSpec 2 is concerned, but you are 
using the wrong version of ReSpec :) Current is v3, v2 is only kept 
around because a few old documents still refer to it.

You should link to http://www.w3.org/Tools/respec/respec-w3c-common and 
all your v1 stuff should just work.
