Miss match in groups

Hello,

The W3C Activities <http://www.w3.org/Consortium/activities.html>  says that
there are 73 groups, but the W3C <http://www.w3.org/2003/02/W3COrg.svg>
Groups and their Dependencies page only list 65.

Which one is out of date? 

(I need the this data since I'm making brochures and information pages for
the Israeli W3C office).
