http://www.w3.org/TR/html4/loose.dtd fails being parsed correctly

The file served at the URL mentioned above causes parsing errors.

The problem is the following sequence of lines (starting with line 30)

<!ENTITY % HTML.Version "-//W3C//DTD HTML 4.01 Transitional//EN"
  -- Typical usage:
The second line is starting an entity definition that obviously is not terminated by a "<",
while the the third line looks like there should start a comment (with a "<"missing)?

Can this be fixed, or am I missing something here?
