ISO date format

w3.org seems to encourage the general public to use ISO date
and time formats, but its web pages do not fully match its own
recommendations.

Example - on the w3.org homepage:
   "Last modified: $Date: 2005/07/06 13:50:15"

Expected according to recommendation:
   "Last modified: $Date: 2005-07-06 13:50:15"
