ACTION A-641-06 (bug 29546) OND to implement the agreed resolution: tests that require construction of dates with negative years should have an alternative result of error FODT0001. 

ACTION A-641-08 (bug 29590) (Circularities) OND to implement the resolution: change the test so there is no possibility of infinite function-call recursion
