ACTION A-630-02 Complete

Dear All,

I was given the following action item:

ACTION A-630-02: O'Neil to remove reporting of the features that aren't in 3.1 
(static typing, namespace axis) and tests that are not for 3.1 
(e.g. 3.0 or XPath) 

This action is somewhat revised by keeping the features given in the section 5.2 Option Features of the XQuery 3.1 spec: https://www.w3.org/TR/xquery-31/#id-conform-optional-features <https://www.w3.org/TR/xquery-31/#id-conform-optional-features>
