XSLT is planning to meet before the conference (Mon-Thursday); XQuery
could meet afterwards, but after some discussion it seemed to the

We are chartered for two more years to work on Update and Full Text.

AC will post a note on the mailing list to gauge WG sentiment on the
topic of future face to face meetings.

J4.8.1 Bug 29217 Serialization of newlines 

We discussed this issue last week and decided to create a new
serialization parameter, but Christian Gruen responded that that
didn't address his concern, which was for clarification rather than
new functionality.

AC reported that this would require a big change to the serialization
spec. MSM noted that he had not been present for the discussion last
week and asked that we reopen the topic and roll back the decision.

Tim Mills would like to standardize such a parameter, since several
implementations have one. MK said there was room for a lot of debate
over just what such a parameter should do.

RESOLVED: roll back the decision on bug 29217 Serialization of
newlines, reclass the bug as editorial, assign editors to draft
proposal.

Action A-620-01 has been completed, so this is up for discussion.

JR reported that he has done essentially what is described in comment
14 of bug 4378.  The text of 4.18 Function Declaration now reads in
part:

    [Definition: User defined functions are functions that contain a
    function body, which provides the implementation of the function
    as an XQuery expression.] The static context for a function body
    includes all functions, variables, and namespaces that are
    declared or imported anywhere in the Prolog, including the
    function being declared. Its in-scope variables component also
    includes the parameters of the function being declared. However,
    its context item static type component is absentDM31, and an
    implementation should raise a static error [err:XPST0008] if an
    expression depends on the context item.

We discussed at some length.

Among the points raised:

  - MD suggested that "if an expression depends on the context item" 
    was a bit fuzzy as regards the phrase "an expression".
  - MK suggested the "depends on the context item" also leaves a
    great deal of work to the reader.
  - TM argued that the correct error to raise here is a type error.
    He has found some places where we talk about an item's typed value
    being absent, but not (so far) places where we talk about its
    type annotation being absent.
  - TM suggested that changing 2.2.3.1 Static Analysis Phase of XQuery
    might do the job; others were inclined to agree.

It was felt that we needed a fuller discussion of the issues involved,
in email.  AC suggested that the right way to launch such a discussion
was with a concrete proposal.

We discussed the issue.

RESOLUTION: We do wish to adopt item (C) in bug 29225 ([XQ31] Pragma
in no namespace) to make empty braces after a pragma denote the empty
sequence.

ACTION A-622-07: Michael Dyck to make the appropriate grammar
change(s) for item (C) of bug 29225 [XQ31] Pragma in no namespace.

ACTION A-622-08: JR to change the words of the XQuery spec to
implement item (C) of bug 29225 [XQ31] Pragma in no namespace.

AC hoped that if we can get all these action items done, we can vote
next week to publish revised CRs of XQuery 3.1 and Serialization 3.1
