There are two. One is simple correctness, use of import properly instead
of as a substitute for some other intent that XSD does not support. The
other is for instances that are validating only types from the original
Signature schema, of which there are plenty. If applications don't need
the newer types, their validation won't fail simply due to a missing
import.
