Updated XML Signature Best Practices editors draft

I have updated the XML SIgnature Best Practices editors draft to include a new section with a summary of best practices, with links to the actual practices.

I updated ReSpec to make this possible and thus made the following adjustments to the best practices document:

1. Moved id attributes off the a elements and onto the correct span elements. Got rid of the unnecessary a elements.
2. added an empty section with id bp-summary
3. removed unnecessary (now) best practices numPractices configuration
