Re: update to RELAX NG Schemas, ready for publication request

I have slightly changed the schemas.  First, @Algorithm in AlgorithmIdentifierType 
and PRFAlgorithmIdentifierType in xenc-schema-11.rnc is made required.  
Second, I incorporated a licence statement  to all schemas.  This is borrowed  
from xmldsig-core.xsd, and changed so that the reference  is not
http://www.w3.org/Consortium/Legal/copyright-software-19980720 but 
http://www.w3.org/Consortium/Legal/2002/copyright-software-20021231.  By 
the way, most of the XSD schemas lack license statements.

Attached please find the revised schemas.
