Updated Best Practices editors draft

I have updated the Best Practices editors draft to complete ACTION-274  
and ACTION-275.

I may have missed a change related to XPath Filter 2, since the action/ 
minutes were not clear on this change apart from the acceptance of  
Sean's proposal. I added text regarding possible availability of  
implementations for Signature 1.0
