Yes, that seems to be an oversight in the current XMLDsig draft - good catch. It is mentioned in the paragraph in 4.4.2 but not part of the schema.

It may be worth including ECC keys in the set of new KeyInfo child options
for "encoded" keys, since the DSA and RSA options are derived from the
respective SubjectPublicKeyInfo definitions as well.
