XML Encryption update completed for ACTION-292, ACTION-307

I've updated XML Encryption 1.1 editors draft to implement  
clarification for Symmetric Key Wrap, ACTION-292, and to update the  
table of contents, ACTION-307. These can be closed.

I also updated the redline and the explain.html
