Updated XML Encryption 1.1 and XML Signature 1.1 Editors Drafts

I have updated the XML Encryption 1.1 and XML Signature 1.1 Editors  
drafts and associated red-lines.

The original XML Encryption Recommendation apparently had a number of  
spelling errors as noted recently on our list [1].

I have fixed these in the update to XML Encryption 1.1. We may wish to  
also list these as errata against the original recommendation.

I also fixed spelling in XML Signature 1.1 as well, however other  
editorial issues remain for discussion [2].

There seems to be an issue with the W3C HTML diff tool placing an  
inappropriate xml declaration at the start of diffs it produces [3].
