Signature Properties update

Thomas and I have updated the Signature Properties draft [1] as follows:

1. Rename the Usage attribute to Role, section 5.2

I changed the text for the example to
"An example might be to indicate that the signer of code is the author  
or the distributor of that code."

2. Removed the note that the namespace URI is subject to change,  
section 2

Namespace is http://www.w3.org/2009/xmldsig-properties

3. Update compliance section

5. Thomas also updated the title to  "XML Signature Properties".
