shortnames for upcoming drafts (objections by EOB Wednesday; ACTION-221)

I propose that we use the following shortnames for the upcoming WDs:

  - XML Encryption 1.1  	xmlenc-core11
  - XML Signature 1.1   	xmldsig-core11
  - Derived Keys		xmlsec-derivedkey
  - XML Signature Transform Simplification
			xmldsig-simplify
    (current ED suggests: xmlsec-transforms, but I think it's more  
than that by now)
- XML Signature Properties
			xmldsig-properties
    (current ED suggests: xmlsec-properties, but it's really signature  
specific)
- Algorithm Cross-reference
			xmlsec-algorithms
