Proposal: Add requirement to maintain ds:Object and ds:KeyInfo in 2.0; close ISSUE-47

I suggest we add the following as a requirement to the requirements  
document [1] and then close ISSUE-47 [2]:

"Maintain ds:Object and ds:KeyInfo in Signature definition, including  
ability to reference and sign them"

Please indicate on the list if there is any reason to keep ISSUE-47  
open after this is done.
