Yes, but the issue is that the text near the end of section 4.4.4 says 
"strings in DNames ... should be encoded as follows"

The rest of that section has MUST SHOULD, etc., on each sentence/paragraph 
as appropriate.  But that whole paragraph has none, and therefore appears 
to NOT (sic) be a conformance point.
