as the first paragraph of the conformance section I read the previous
paragraph as being incomplete, e.g. that conformance was solely based
on an XML processor configuration and thought including all 3
dependencies e.g. feature set, supported specs *and* configuration
made it unambiguous.

sure that was the source for this para, happy to replace with what you
